DISA Cooperative Review

In cooperation with the Defense Information Systems Agency (DISA), BENS reviewed the information technology procurement process in the Defense Department to identify impediments that contribute to the breakdown of the overall acquisition system.   Interviews with DISA and other officials revealed five instabilities in the system related to law and regulations, management, funding and oversight.  The study was completed in July 2008 and made recommendations to the Defense Department and the IT acquisition community to create a more efficient procurement process.  Ultimately, the project served as a precursor for BENS’ larger Task Force on Acquistion Law & Oversight.
