Please join BENS on Wednesday, September 23rd, when we will host a virtual discussion to answer the question if China’s Military is Ascending with Colonel Grant Newsham, USMC (Ret.), a Senior Research Fellow at the Japan Forum for Strategic Studies.

 

Earlier this year, in an article on the Council on Foreign Relations website discussing the Chinese military buildup, the authors attributed the motivation for the buildup to having witnessed two demonstrations of U.S. military power in its hemisphere: the Gulf War and the Taiwan Strait Crisis.  President Xi Jinping coming to power in 2012 and his calls for the Chinese Dream, a vision to restore China’s great-power status, was another critical turning point.  China’s Ministry of Finance said the 2019 defense budget was $177 billion, however, analysts’ estimates are often higher than what Beijing reports.  The PLA enjoyed a soaring budget as China’s economy boomed over the past few decades.  Defense spending increased more than sevenfold, from $31 billion in 1998 to $239 billion in 2018, according to the Stockholm International Peace Research Institute, making it the second-largest spender in the world, behind the United States.

 

In May 2020, in a Wall Street Journal Op-Ed piece titled The End of America’s Era of Military Primacy Christian Brose, former staff director of the Senate Armed Services Committee, argued that we were seeing the end of America’s era of military primacy in an argument for the Pentagon to focus on emerging technologies, not traditional weapons platforms, as China’s advanced arsenal grows.  In July, Mac Carey of the Lexington Institute, in an article in the National Interest title “Has China Peaked?” argued that demographics and geography present challenges too difficult for China to overcome for several decades to truly become the military and economic dynamo the Western mainstream view expects to leave America behind.  Colonel Newsham will discuss these points of view as well as his own in answering the question if China’s military is ascending.  

 

Grant Newsham is a senior research fellow at the Japan Forum for Strategic Studies and a retired US Marine Colonel.  He served as the first US Marine Liaison Officer to the Japan Ground Self Defense Force and was instrumental in the development of the JSDF’s nascent amphibious capability.  He is also a former US diplomat and served at the US Embassy, Tokyo in the 1990’s, and later returned for a stint as Marine Attaché.  His research focuses on Asian defense and his articles have been published in the Asia Times, Sankei Shinbun, The National Interest, USNI Proceedings, and other periodicals. .  He holds a JD from the University of California, Los Angeles.
