Amy Chang

Director for Policy



Amy Chang is Director for Policy at BENS, and focuses on projects pertaining to cyber, technology, and emerging threats.


Amy previously served as the Staff Director of the Asia and the Pacific Subcommittee at the U.S. House of Representatives Committee on Foreign Affairs. Prior, she was the Norman R. Augustine Research Associate in the Technology & National Security Program at the Center for a New American Security (CNAS). Ms. Chang has also worked at Albright Stonebridge Group, Defense Group Inc., the U.S.-China Economic and Security Review Commission (USCC), the Project 2049 Institute, and the Council on Foreign Relations.


Amy is a graduate of Harvard University’s John F. Kennedy School of Government and Brown University, an officer in the U.S. Navy Reserve, an Affiliate with the Harvard Kennedy School Belfer Center’s Cyber Security Project, and a Fellow with the Truman National Security Project.
